The Problem

Saratoga Springs passed its first-ever STR ordinance in December 2024. Then New York State added a separate registration requirement the following spring. Most of the 760+ active hosts in the area now face a two-layer compliance system — the city process and the state process — with no official resource explaining how they connect or what order to complete them in.

City License — Saratoga Springs

Local Law No. 5-2024 (Chapter 136A), effective June 1, 2025. Application through the City Clerk's office. Requires a mandatory fire inspection before approval.

NY State Registration — Article 12-D

Separate from the city license. Required by New York State as of March 2025. Administered through the Division of Homes and Community Renewal.

Annual Renewal — Both Licenses

Every city license expires annually and requires a new fire inspection. The state registration must also be maintained. Both have independent renewal cycles.

Fines Up to $1,000 Per Violation

The city is actively using platform-scanning software to identify unlicensed listings. Non-compliance carries escalating fines and potential listing removal.
